Sight testing and dispensing of spectacles to CYP with Special Educational Needs and Disabilities in Special Educational Settings in the West Midlands (6 Lots)

NHS Birmingham and Solihull Integrated Care Board, NHS Black Country Integrated Care Board, NHS Coventry and Warwickshire Integrated Care Board, NHS Herefordshire and Worcestershire Integrated Care Board, NHS Shropshire, Telford and Wrekin Integrated Care Board and NHS Staffordshire and Stoke-on-Trent Integrated Care Board are seeking suitably qualified providers to deliver sight testing and spectacle dispensing services for children and young people (CYP) with Special Educational Needs and Disabilities (SEND) within Special Educational Settings across the West Midlands.

The procurement is being managed by NHS Arden and Greater East Midlands Commissioning Support Unit (AGCSU) and has been divided into six geographical lots. The service supports the commitments set out within the NHS Long Term Plan and the extension of sight testing services to day schools, while helping commissioners meet their statutory duties under the Children and Families Act 2014 and the SEND Code of Practice. Services will be delivered within Special Educational Settings by appropriately trained clinical and non-clinical staff.

Service Lots

The procurement has been divided into six lots:

  • Lot 1 – Birmingham and Solihull
  • Lot 2 – Black Country
  • Lot 3 – Coventry and Warwickshire
  • Lot 4 – Herefordshire and Worcestershire
  • Lot 5 – Shropshire, Telford and Wrekin
  • Lot 6 – Staffordshire and Stoke-on-Trent

Providers may submit bids for one, several or all six lots.

Deadline – 27 July 2026 – 10:00am (Stage One)

Contract Value – £16,253,955 excluding VAT

Delivery Length – Five-year contract with the option to extend by up to a further four years (maximum contract term of nine years).

Evaluation Criteria

The procurement will be conducted in two stages.

Stage One consists of Basic Selection Criteria assessed on a pass/fail basis.

Providers successfully completing Stage One will be invited to Stage Two, where bids will be evaluated using the following key criteria:

  • Quality and Innovation – 36.50%
  • Integration, Collaboration and Service Sustainability – 22.50%
  • Improving Access, Reducing Health Inequalities and Facilitating Choice – 22.00%
  • Social Value – 10.00%
  • Value – 9.00%

Regulatory Information

This procurement is being undertaken under the Healthcare Services (Provider Selection Regime) Regulations 2023. Separate General Ophthalmic Additional Services Model Contracts for Special Educational Settings will be awarded to the successful provider for each lot.

This opportunity represents a significant regional commissioning programme to improve access to eye care for children and young people with SEND by delivering sight testing and spectacle dispensing directly within Special Educational Settings across the West Midlands.
