Homecare Services Framework

North Tyneside Borough Council is seeking to establish a new Homecare Services Framework to support people to live independently in their own homes and remain active within their local communities.

The framework will support individuals assessed by North Tyneside Adult Social Care and the North East and North Cumbria Integrated Care Board (ICB). Providers appointed to the framework will deliver care and support services designed to help people maintain independence while remaining in their own homes.

The Council has confirmed that providers must hold, or obtain before the contract commences, Care Quality Commission (CQC) registration in North Tyneside, Northumberland or Newcastle.

Framework Lots

The framework has been divided into six lots:

  • Lot 1 – Named Provider, Zone 1 (Whitley Bay)
  • Lot 2 – Named Provider, Zone 2 (Tynemouth)
  • Lot 3 – Named Provider, Zone 3 (Wallsend)
  • Lot 4 – Named Provider, Zone 4 (Longbenton)
  • Lot 5 – Named Provider, Zone 5 (Wideopen, Dudley, Backworth and Shiremoor)
  • Lot 6 – Secondary Provider covering all zones

For Lots 1 to 5, two named providers will be appointed to each geographical zone. Care packages will be allocated on an alternating basis, subject to provider capacity and the ability to meet service requirements. Where neither named provider can accept a package, opportunities will be offered to providers appointed under Lot 6 according to their ranking.

Buyer – North Tyneside Borough Council

Deadline – 13 July 2026 – 12:00pm

Contract Value – £234,000,000 excluding VAT (£280,800,000 including VAT)

Delivery Length – 1 October 2026 to 30 September 2028, with the option to extend by two further one-year periods until 30 September 2030.

Lot 6

  • Social Value – 20%
  • Management Proposal – 15%
  • Effective Care – 13%
  • Caring Approach – 13%
  • Responsive – 13%
  • Day to Day Management – 13%
  • Care and Support – 13%

CQC Requirements

Providers must hold, or obtain before commencement of the contract, Care Quality Commission (CQC) registration within North Tyneside, Northumberland or Newcastle.

The opportunity has been identified as being suitable for:

  • Small and medium-sized enterprises (SMEs)

This framework represents a significant long-term commissioning opportunity for homecare providers supporting adults to remain independent within their own homes, while delivering care on behalf of both North Tyneside Borough Council and the North East and North Cumbria Integrated Care Board.
