Newcastle City Council Awards Home Care Services Framework Across Four Zones

Newcastle City Council has awarded places on its new Newcastle Home Care Services Framework, establishing an open framework to deliver home care services for adults across the city.

The framework supports the council’s statutory duties under the Care Act 2014, providing care and support services for residents who meet the national minimum eligibility threshold. Services will be available for older people aged 65 and over, adults with mental health needs, physical disabilities, sensory impairments, dementia, learning disabilities, autism, end-of-life or palliative care needs, and acquired or sudden-onset brain injuries.

The service will operate every day of the year between 7:00am and 11:00pm.

The framework is divided into four geographical lots covering North, East, Inner West and Outer West Newcastle. Each lot has been awarded to two providers under contracts estimated to run from 5 September 2026 to 5 September 2034.

Lot 1 – North

The North zone covers Castle, Fawdon and West Gosforth, Parklands, Gosforth and Kenton, Dene and South Gosforth, Manor Park and North Jesmond.

Lot 2 – East

The East zone covers Byker, Walker, Heaton, Walkergate, Monument, Ouseburn and South Jesmond.

Lot 3 – Inner West

The Inner West zone covers Benwell and Scotswood, Elswick, Arthurs Hill, Wingrove, West Fenham and Blakelaw.

Lot 4 – Outer West

The Outer West zone covers Callerton and Throckley, Chapel, Lemington, Denton, Westerhope, Kingston Park South and Newbiggin Hall.

Framework Details

Award decisions were made on 6 July 2026, with the standstill period ending on 16 July 2026. The earliest anticipated contract signature date is 27 July 2026.

The framework covers the provision of home care services across Tyneside and has been established as an open framework, allowing for future operation under that commercial model.
