NHS Wales Shared Services Partnership (NWSSP), in collaboration with the NHS Wales Joint Commissioning Committee and participating Local Health Boards across Wales, is undertaking the October 2026 refresh of the National Collaborative Framework Agreement for Adult Mental Health, Learning Disability and Child and Adolescent Mental Health Services (CAMHS) Hospital Services.

The framework covers the provision of specialist inpatient Adult Mental Health, Learning Disability and CAMHS services, including assessment, treatment, rehabilitation and ongoing care for patients requiring hospital placements. The refresh provides an opportunity for new providers to join the existing framework while allowing current providers to reduce pricing and amend the lots and hospital units they offer.

The framework supports NHS organisations across Wales, including the contracting authority for the Isle of Man.

Lots Available

The framework comprises 30 specialist lots, including:

  • Medium Secure Learning Disability (Male and Female)
  • Medium Secure Mental Health (Male and Female)
  • Low Secure Learning Disability (Male and Female)
  • Low Secure Mental Health (Male and Female)
  • Locked Rehabilitation (Controlled Egress) – Learning Disability and Mental Health (Male and Female)
  • Open Rehabilitation (Uncontrolled Egress) – Learning Disability and Mental Health (Male and Female)
  • Blended Secure Learning Disability (Male and Female)
  • Blended Secure Mental Health (Male and Female)
  • Acute Mental Health (Male and Female)
  • Psychiatric Intensive Care Unit (PICU) Mental Health (Male and Female)
  • Tier 4 Child and Adolescent Low Secure Mental Health (Male and Female)
  • Tier 4 Child and Adolescent Acute Mental Health (Male and Female)
  • Tier 4 Child and Adolescent PICU Mental Health (Male and Female)

The current framework has operated since 1 April 2022 and is scheduled to expire on 31 March 2027. This refresh allows new providers to seek appointment and existing providers to reduce pricing, add or remove hospital units, and amend lot participation.

Buyer: NHS Wales Shared Services Partnership – Procurement Services (hosted by Velindre University NHS Trust), on behalf of the NHS Wales Joint Commissioning Committee and participating Welsh Health Boards

Deadline: 30 July 2026, 12:00pm

Contract Value: £480,000,000 (excluding VAT)

Delivery Length: Refresh effective from 1 October 2026 to 31 March 2027, with three annual extension options available through to 31 March 2030

Evaluation Criteria

Following successful completion of the mandatory Pass/Fail requirements, providers will be assessed using the Provider Selection Regime (Wales) criteria:

  • Quality – Assurance rating
  • Value – Framework ranking by price
  • Collaboration and Service Sustainability
  • Improving Access and Reducing Health Inequalities
  • Social Responsibility

Regulatory Requirements

Providers must satisfy mandatory Pass/Fail requirements, including:

  • Registration with Healthcare Inspectorate Wales (HIW) and/or the Care Quality Commission (CQC) no later than eight weeks before commencement of the Framework Agreement.
  • Financial due diligence assessment.
  • Appropriate employer’s liability, public/product liability and professional indemnity insurance.
  • Cyber Essentials certification.
  • Evidence of technical capability and professional experience, including at least three years’ relevant experience or a robust justification where this is not available.

Regulatory Information

This procurement is being undertaken under the Health Services (Provider Selection Regime) (Wales) Regulations 2025.

The framework refresh allows existing providers to amend pricing and service offerings while enabling new providers to join the established framework. Six-month refreshes will permit pricing reductions and amendments to units and lots, while twelve-month refreshes will also allow pricing increases.

The opportunity represents continued investment in specialist inpatient mental health, learning disability and CAMHS services across Wales, supporting NHS commissioners with access to a broad range of specialist hospital placements through a nationally coordinated framework.
