Drug and Alcohol Treatment and Recovery Contract

Reading Borough Council is inviting tenders for the provision of a Drug and Alcohol Treatment and Recovery Service to support people affected by drug and alcohol use across the borough.

The Council’s Public Health Team is seeking a provider to deliver a service that reduces harm, improves health outcomes, and supports recovery through evidence-based, person-centred interventions. The specification states that the service should address not only drug and alcohol use but also wider social and environmental factors through integrated approaches, including family safeguarding.

The procurement is being undertaken through an Open Procedure. Organisations wishing to participate must register on the Council’s In-Tend portal, express their interest, and download the tender documentation.

  • Contract Value: £27,330,984 excluding VAT (£34,163,730 including VAT)
  • Delivery Length: 1 April 2027 to 31 March 2032, with the option to extend by up to five years (+3 years +2 years), to 31 March 2037

Service Overview

The successful provider will be responsible for delivering a drug and alcohol treatment and recovery service that aims to:

  • Reduce harm associated with drug and alcohol use
  • Improve health outcomes
  • Support recovery through evidence-based, person-centred interventions
  • Address wider social and environmental factors affecting individuals
  • Deliver integrated approaches, including family safeguarding

The Council has advised that expressions of interest will only be accepted until 5 August 2026. Any clarification questions should be submitted through the correspondence function within the In-Tend portal.

Evaluation Criteria

The contract will be evaluated using the following criteria:

  • Quality: 70%
  • Price: 30%
