Gloucestershire County Council Awards Adult Unpaid Carers Support Service Contract to PeoplePlus Group

Gloucestershire County Council has awarded a contract for the provision of an Adult Unpaid Carers Support Service to PeoplePlus Group Ltd following an open procurement procedure under the light touch regime.

The contract is valued at £7,803,600 (excluding VAT) and is expected to commence on 1 September 2026, running until 31 August 2031, with the option to extend for up to a further two years until 31 August 2033.

The commissioned service will support unpaid carers aged 18 and over across Gloucestershire. According to the contract notice, the service will:

• Actively identify and encourage carers to register for support.
• Support carers and professionals to achieve the outcomes set out in the Carers Partnership Board Action Plan.
• Provide personalised, flexible, adaptive and creative support.
• Listen to carers, encourage feedback and act on it where appropriate.
• Deliver value for money while meeting statutory requirements.
• Work with carers and stakeholders to achieve agreed outcomes.

The council states that unpaid carers play a vital role within the Integrated Care System (ICS), recognising that demand for health and social care services would substantially increase without their support.

A total of eight tenders were received, with seven progressing to the final assessment stage. The competition included submissions from three SMEs and three voluntary, community and social enterprises (VCSEs). Six suppliers were unsuccessful:

• Care With Patience Ltd
• Lakem Care Ltd
• Oiza Healthcare Limited
• Universel Ltd

The award decision was made on 25 June 2026, with the earliest contract signature date scheduled for 15 July 2026, following the completion of the standstill period.
